Event organized by FGV Analytics brings together experts to discuss public security, illicit networks, and social inclusion in vulnerable urban areas

In recent years, Brazilian cities have faced profound transformations in how crime is structured and territorialized. Decentralized criminal networks, with flexible structures and transnational operations, have become increasingly sophisticated—often integrating with legal supply chains and infiltrating sectors of the formal economy. This new configuration of crime directly impacts urban life: it affects local commerce, disrupts public transportation and services, increases social fear, and limits the State’s ability to guarantee fundamental rights.

Understanding and responding to this scenario requires more than isolated enforcement efforts. It is essential to strengthen public policies that integrate multiple areas—such as security, health, social assistance, urban planning, and justice—and that are grounded in data and methodologies capable of measuring outcomes. It is within this context that the international seminar "Crime, Territory and Illicit Markets", organized by FGV Analytics – Center for Data Science and Public Policy Studies, will take place. The event will be held on November 5, 2025, from 9:00 a.m. to 5:00 p.m., at the FGV Auditorium, 9 de Julho Avenue, 2029, Bela Vista, São Paulo (easily accessible via Rua Itapeva, 432, with nearby parking facilities).

The seminar proposes to be a space for dialogue among different sectors of society and public authorities, bringing together researchers, professionals from the justice and security systems, public administrators, private sector representatives, civil society organizations, and academics. The program is structured around three thematic panels, reflecting the multiple dimensions of the issue:

Panel 1 – Responses from the Security and Justice Systems
Institutional strategies for repression, investigation, and intelligence in tackling organized crime, highlighting experiences from the Public Prosecutor’s Office, Military Police, and justice agencies.

Panel 2 – Intersectoral and Urban Responses
Public policies addressing social inclusion, health, urban development, and human rights, emphasizing the role of municipal administrations in preventing violence in territories under the influence of illicit networks.

Panel 3 – Impact Measurement and Policy Evaluation
The use of data, indicators, and analytical tools to assess public security policies and build effective, evidence-based solutions.

Confirmed speakers include:

  • André Mancha – Professor at the School of Economics, Business and Accounting at the University of São Paulo (FEA-USP)

  • Eduardo de Rezende Francisco – Lead researcher at FGV Analytics and Professor of GeoAnalytics and Data Science at the Department of Technology and Data Science (TDS), FGV EAESP

  • Fábio Ramazzini Bechara – Public Prosecutor of the State of São Paulo, professor at Mackenzie Presbyterian University, and associate researcher at FGV Analytics

  • Joana Monteiro – Associate researcher at FGV Analytics and Professor at FGV EBAPE and FGV EAESP

  • João Luiz Becker – Coordinator of FGV Analytics and Full Professor of Technology and Data Science at FGV EAESP

  • Juliano Carvalho Atoji – Public Prosecutor in São Paulo, member of the Special Action Group to Combat Organized Crime (GAECO)

  • Leandro Piquet Carneiro – Lead researcher at FGV Analytics, Coordinator of the School of Multidimensional Security (ESEM-IRI-USP), and professor at the Institute of International Relations, University of São Paulo.

  • Lincoln Gakiya – Public Prosecutor in São Paulo, coordinator of the “X Task Force” of the São Paulo State Public Prosecutor’s Office, focused on investigating the PCC criminal organization

  • Louise I. Shelley – University Professor at George Mason University and founder of TraCCC, a global reference in transnational crime and illicit trade

  • Roberto Speicys Cardoso – Lead researcher at FGV Analytics; expert in technology and smart cities

  • Lt. Colonel Rodrigo Villardi – General Coordinator of the Integrated Command and Control Center of the São Paulo State Secretariat of Public Security

  • Spencer Chainey – Associate Professor at the Jill Dando Institute of Security and Crime Science (JDI), University College London (UCL); expert in evidence-based policing and public safety
